Dr. Francine Toliver Edwards is an organizational development consultant who has provided training services for a number of organizations Including the City of Alexandria, Advantage Property Management, Wilmington University, Baltimore City Community College and The District of Columbia Police Department. Under the LLC Partnership, FraMic Consulting, Edwards and her colleagues are devoted to developing organizations and the people in them through planned change. This includes working with individuals (executive coaching), teams and large systems. The FraMic Consulting Team takes a variety of approaches to providing services ranging from expert to process consultant. The LLC operates from the process consultant model which means that we partner with clients to identify problems and create solutions. The point of this approach is to leave the client system more capable of diagnosing and solving its own problems in the future. Rather than foster dependency, our aim is to foster independence.
Edwards has designed custom training and workbooks on team building, conflict resolution, leadership development and coaching and personal branding.
Edwards holds a bachelor’s degree from James Madison University, a master's degree in organizational development from Bowie State University and a doctorate in organizational communication from Howard University.

TEDx Wilmington Talk
On May 8, 2015, Dr. Edwards along with six enterprising professionals took part in the second annual TEDx Wilmington series. Edwards' talk took a candid look at how we inject bias and the need to look at social issues not from a race, gender, religious, or sexuality perspective but to start looking at these issues from a human perspective.

On February, 11, 2017, Dr. Edwards along with DSU President Dr. Harry Williams took part in the first ever TEDx event hosted at an HBCU. Edwards' talk gives some insight into citizen journalism in a digital world that has been democratized; with an emphasis on three points: having a purpose, being responsible for your content, and respecting the craft of journalism.
In the spirit of ideas worth spreading, TEDx is a program of local, self-organized events that bring people together to share a TED-like experience. At a TEDx event, TEDTalks video and live speakers combine to spark deep discussion and connection in a small group. These local, self-organized events are branded TEDx, where x = independently organized TED event. The TED Conference provides general guidance for the TEDx program, but individual TEDx events are self-organized.
